is it possible to obtain scholarship for post graduation for a student who is not a singapore citizen? how much percenage do they expect? when is the last date or month to apply to singapore universities?

Scholarships are very very competitive and not guaranteed. When you apply to the universities then your application goes to he faculty for assessmen and they can only inform you whether you will get the scholarship or not. Intakes in Singapore are very frequent (every 3-4 month) and you can apply to the next intake in case you miss one. It's suggested to apply well in advance to secure your seat at the university.
